PeopleTec is seeking a highly skilled and detail-oriented Program & Financial Analyst to support the Rapid Capabilities and Critical Technologies Office (RCCTO). This position requires experience with DoD financial processes, stakeholder coordination, and programmatic integration to ensure mission success for high-priority acquisition efforts. The ideal candidate brings a strong analytical mindset, the ability to lead complex tasks, and excellent written and verbal communication skills.
Provide direct financial integration support to senior leadership across assigned programs, including the development, analysis, and refinement of spend plans, cost estimates, and “what-if” funding scenarios.
Lead or support the Planning, Programming, Budgeting, and Execution (PPBE) process, ensuring alignment with DoD and RCCTO fiscal guidance and congressional direction.
Support development of President’s Budget (PB) submissions and justification materials, including Budget Exhibits (R-Docs).
Prepare, consolidate, and present programmatic and financial briefings to internal leadership, DoD oversight organizations, and external stakeholders, including Congress.
Respond to Congressional RFIs and taskers, with emphasis on financial analysis, strategic messaging, and coordination across technical and acquisition stakeholders.
Review and reconcile multi-year spend plans (waterfall charts), assess execution risk, and provide recommendations to leadership regarding obligation and expenditure trends.
Execute and track funding documents (PRs, MIPRs, IAAs), ensuring timely obligation of funds and compliance with regulatory requirements.
Collaborate across functional teams including program management, contracts, acquisition, and engineering to integrate financial and technical planning efforts.
Support contract planning efforts through the development and coordination of cost estimates, Statements of Work (SOWs), and funding documentation.
Serve as a primary action officer for internal and external taskers, including coordination with senior DoD leadership and partner agencies.
Conduct recurring financial and programmatic analysis to support decision-making and reporting.
Provide supervisory oversight and mentorship to junior team members, ensuring quality of deliverables and professional development.
